Changes to Suggested and Replenishment Orders Actions

This change provides improved control on the states that are allowed over the life-cycle of Suggested Orders and Replenishment Orders. As a result of this change only certain user actions on Suggested Orders and Replenishment Orders will be allowed in the Horizontal Grid of the Planner Action screen and Item Planning Detail screen. 

Since Expedite suggestions are suggestions against an existing open replenishment orders, this change will result in the inability to edit the Expedite suggestion directly. Instead, users will need to edit the actual replenishment order being suggested for expedite to the suggested date.
